About On Eagles' Wings
18 years of healing, empowerment, and restoration - the story of On Eagles' Wings Multi-Purpose Centre in Jeffreys Bay.
Founded in Faith, Driven by Purpose
On Eagles' Wings Multi-Purpose Centre was officially registered as a Non-Profit Organisation on 31 January 2007 - born out of a clear-eyed recognition that Jeffreys Bay and the surrounding Kouga region lacked adequate support structures for survivors of gender-based violence, domestic abuse, and trauma. A team of committed women, led by Pastor Mercy Cwayi, saw the scale of suffering around them and chose to act. What began as a grassroots community response has grown into a recognised multi-purpose centre serving thousands of families each year.
Over the following years, On Eagles' Wings expanded its reach and deepened its services. By 2014, the centre was working with a team of counsellors - including trained professionals and pastoral workers - offering an increasingly wide range of support: from trauma debriefing and family therapy to substance abuse counselling and HIV/AIDS support. The organisation's relationship with the Department of Social Development grew, and partnerships with corporates and community organisations brought new capacity. In 2020, the team demonstrated their resourcefulness by manufacturing 5,000 COVID-19 protective masks for 20 early childhood development centres and 14 local primary schools - contracted through the Jeffreys Bay Wind Farm, creating both community benefit and income for the team.
In 2021, after fourteen years in Pellsrus, On Eagles' Wings relocated to Shop 9, Aspen Building, 18 Jeffrey Street - in the heart of Jeffreys Bay town centre. The move was deliberate: to reach a wider range of people. Today, from this new home, the centre runs integrated programmes spanning crisis support, professional counselling, GBV prevention and education, youth and family development, menstrual health, life skills training, and community outreach extending as far as Patensie, Thornhill, Blomplas, and the surrounding farms of the Gamtoos Valley and Kou-Kamma.

Our Mission
To support survivors of gender-based violence, domestic abuse, rape, and trauma - and the families around them - through professional counselling, crisis intervention, life skills development, and community empowerment, in partnership with government and civil society, across Jeffreys Bay and the greater Kouga region.

A Kouga region where every family lives free from violence - and where every survivor of gender-based violence has access to compassionate, professional support on their journey to healing and wholeness.

Meet Our Founder
Pastor Mercy Cwayi
Pastor Mercy Cwayi is the founder and director of On Eagles' Wings Multi-Purpose Centre - a woman whose 18 years of service to survivors of gender-based violence in Jeffreys Bay represent a rare combination of pastoral calling, personal courage, and community determination. She has spoken publicly about the toll that GBV takes on families: "In South Africa, gender-based violence is seen as a second pandemic, causing many families to be dysfunctional, which affects women and children the most."
In 2007, together with a team of women who shared her commitment, Pastor Mercy established On Eagles' Wings as an officially registered NPO in Pellsrus, Jeffreys Bay - responding to a community that lacked adequate support structures for survivors of abuse and trauma. Over the following years, she built the organisation from a community initiative into a multi-service centre with a reach extending across the Kouga and Kou-Kamma regions, earning the support of partners including the Jeffreys Bay Wind Farm, SPAR Eastern Cape, and the Department of Social Development.
"We support families who have had to deal with GBV, rape survivors and young children from homes where crimes are committed against women," Pastor Mercy has said. "Our work is linked to that done by the Department of Social Development and our focus is to make the region around Jeffreys Bay a safer and happier space for families to live in." Under her leadership, On Eagles' Wings continues to be a place of healing, empowerment, and restoration for all who come through its doors.
